A dead newborn baby was discovered by a trash collector Wednesday in a household bin on a residential Redondo Beach street near Pacific Coast Highway, police said.

Redondo Beach Police Sgt. Phil Keenan said the employee of Consolidated Disposal discovered the body about 9:05 a.m. on Irena Avenue during regular curbside trash pickup. The trash collector noticed the body while preparing to empty the bin. 

Keenan said that the residential neighborhood is relatively close to heavily traveled Pacific Coast Highway and that it is possible the child’s body was dumped by someone passing through the area.

The Los Angeles County coroner's office has been called to the scene to assist investigators. A cause of death for the child has not been determined. Police did not say whether the newborn was a boy or girl.

Anyone with information is asked by Redondo Beach police to contact investigators at (310) 379-2477.

It could not be immediately determined if Foulk had an attorney.

Foulk was appointed director of Napa State Hospital in 2007. Hospital officials declined to comment.

“We did not know anything about this until Long Beach police came to the hospital and arrested him this morning,” said Nancy Kincaid, spokeswoman for the California Department of Mental Health.

She noted the alleged incidents predated Foulk's arrival at Napa State Hospital.

“He was not in one-on-one contact with patients,” Kincaid said. “He had no clinical hospital privileges, so he wouldn't have been offering treatment.”

Dr. Stephen W. Mayberg, director of the state mental health department, said Foulk had been fired.

Napa State Hospital Administrator Dolly Matteucci is serving as acting executive director while the department searches for Foulk's replacement, Kincaid said.

At the time of Foulk's appointment to Napa State Hospital he was lauded for his lengthy career in mental health services in both the private and public sectors.

Prior to taking the position in Napa, Foulk worked for the state Department of Mental Health as the Chief of Program, Policy and Fiscal Support, the Long Beach Press-Telegram reported. Before that, he held positions as chief executive officer and chief operating officer of private community acute psychiatric hospitals, including CPC Horizon Hospital and Clinic in Pomona and CPC Alhambra Psychiatric Hospital in Rosemead, according to a Department of Mental Health news release.

Napa State Hospital is one of the largest state mental health facilities in the United States, with about 1,260 beds for patients. Many of the hospital's patients come from the criminal justice system – including those found not guilty by reason of insanity. No juveniles or child molesters are treated at Napa.

This deciduous tree can also be a bushy shrub in some locations. It is a fast growing to its mature height of 15-25 feet. It will flower in dark red tubular flowers form April to May, and is a prime pick for those who want a splash of color. Hummingbird friendly, this tree will also attract bees. It prefers shady locations and will bloom early for first color in your garden. Keep in mind; this is a short lived tree.

This tree gets up to 65 feet tall and one foot wide. It has a narrow crown and prefers partial shade with wet soil. Its flowers are yellow and its fruits are nuts in thin husks. The seeds have a bitter taste, giving the name “Bitter Pecan”. Its bark is shaggy and scaly and lends texture to the tree. Its wood is difficult to work with and is used normally as a fuel source.

This particular hickory has richly aromatic leaves and the wood is good for meat smoking in barbeques. It will get up to 70-90 feet tall with a spread of 30-40 feet. It is a slow grower. Known as the best tasting of the hickory nuts; one mature tree will ripen 2-3 bushels a year. It is shade tolerant and can tolerate normal drought. Plant this in sun or partial shade for maximum growth. This is bold and ornamental in the landscape.

Another great selection for bird lovers, the silky dogwood will grow from 6-15 feet. Although it does flower, it is decidedly non-fragrant.

This magnolia prefers partial shade or full shade and is not drought tolerant. An ornamental favorite for any garden, this tree will do you proud.

It is important forage for deer and cattle, making up 25% of their diet in the winter.
